to whether the membership of the Hong Kong

scheme is large enough to provide sufficient

data for such an investigation, further con-

ai de ration of the matter was deferred until it

was known whether similar investigations would

be made into the experience of the Schemes of the

Governments of the Straits Settlements and the

Federated Malay States; as it was thought that it

3. The Straits Settlements and the Federated

Malay States Governments have, however, decided not

to proceed with the proposal for an investigation

into the experience of their schemes. Any such

investigation would, therefore, have to be confined

to the experience of the Hong Kong Scheme alone.

4. Mr T.E.Young, who has been consulted in the

matter, has made the following observations on Mr
